Turabian refers to the the original author of A Manual for Writers of Research, Papers, Theses, and Dissertations. This manual was designed with student researchers in mind and is used primarily for student research papers. It not only explains how to format and cite scholarly materials in Chicago Style, but it also discusses how to formulate an argument, methods to evaluate sources, and ways to present evidence using tables and figures.
